The cost of managing a marine protected area is very important when it comes to the financial resources required to ensure the operation and implementation of the MPA's plans. The management mode associated with the type of governance has a major influence on the management capacity of all stakeholders involved in the management of the marine protected area. Associated in a Tanihely National Park association, the collaboration and partnership between the three entities (Madagascar National Parks, Commune de Nosy Be and Office de Tourisme Nosy Be), which is supposed to be a pilot structure at the beginning of the creation, becomes a possible Solution to the financial empowerment of the marine protected area. Developed in the sense of stakeholders taking responsibility for management, the three entities have their roles and obligations in implementing the main management objective of the MPA, which is financial sustainability. Tourism is an important funding mechanism in MPA management.

Impacts

The primary beneficiary is the Park, because of the presence of its attractions, its exceptional biodiversity and its sustainability objectives. It has assumed the ecosystem service rendered. All stakeholders, i.e. the members of the Association who make up the advisory and executive bodies, are also beneficiaries in the sense of good management and good governance of the structure. Private tourism operators are also beneficiaries in their capacity as Park users, and also in the creation of productive tourism activities for the private sector through the tourism sector.

Finally, the populations and communities that depend on the marine resources around the marine protected area are also beneficiaries, and are entitled to the economic spin-offs of the Park's existence.
