Coral Reef Replenishment manual

Fragments of Hope authored this manual (version 2 updated in 2019) to share and standardize our methods used in Belize. There are lectures and videos to accompany the manual and the four day traning course.

it is written for the layman, with many images and no fancy terms/jargon. It is shareable virtually, but the hard copies were printed with notes section at the end, and a list of other references.

We lowered eth number of training participants from 19 to 12, even pre-COVID, as smaller group sizes allow more hands on learning experiences. It is field based, and in 2020 we adapted as much as we could for virtual learning prior to the field days.

Community-led forest monitoring and protection

Empowering the community to take the lead on their forest monitoring and conservation goals is a key building block of this replicable solution. After community volunteer leaders are identified, they are equipped with the training, tools, and materials needed for their management plan. They may also work with local law enforcement on monitoring illegal logging and other extraction of biodiversity from the forest. Some communities in the Chinantla had a need for scientific forest monitoring data to be able to apply for a national program that provided payment in exchange for environmental stewardship work. The training and skill-building elements of the project were adapted to fit this need, so community members were trained in forest data collection so that they were empowered to collect this information on their own, thereby becoming eligible to qualify for the ecosystem services payment program.

Strengthening capacities in the community based on local needs

This solution has been replicated in several different communities successfully by first listening closely to what the current beneficiary community needs support with, and then developing a plan along with the community that addresses those desired goals and outcomes. Through training, workshops, and technical assistance from local field staff, specific skills and capacities are built in the community to empower residents to take charge of restoring their ecosystems. After initial financial and technical support, eventually many of these actions will become sustained over time, requiring less support from partners.

Village Saving and Loan Scheme and External Partnerships

The Village Savings and Loan Scheme is an IPaCoPA's sustainability strategy where members in their self-manage Groups meet regularly to save their money in a safe space and access small loans from the money collected among themselves to invest in livelihood projects at household level such as Agriculture and Solar energy. Because most individual members lack prerequisites to access loans from financial institutions, the VSLA scheme helps members to easily access finances and secure soft loans under group guarantorship. This supplements TUA's efforts to implement various aspects of the IPaCoPA initiative and to sustain the TUA's already supported projects such as looking after the trees planted and setting up kitchen gardens by households. With our external partners,  key of them who include the District Local Government, UNDP, SAI Group UK, and Jade Products Ltd, we have been able to get endorsements, Capacity trainings, Digital Platforms such as Project Management systems and access to e-commerce, Funding (forexample from UNDP-Y4BF to support 500 youth in commercial farming of Chilli), and other resources which makes IPaCoPA operate in complete ecosystem.

  1. Building trust with partners and also determining the trustworthiness of those whom you partner with is paramount to sustain relevant and lasting partnerships. Concisely it’s important to develop clear agreements, be flexible and understand your partner’s language.   
  2. Partnership is a learning process therefore you need to be open order to learn from other partners, particularly local partners in areas where project activities are being implemented. Local partners have a lot to teach about the community needs and local context and how to develop and create more sustainable results.
  3. Failures on some partnerships is inevitable, in case partnership fails, it is important to assess why the partnership failed, share and learn from those failures, reiterate and incorporate the lessons learned into the next partnership.  
  4. The success of our organisation and the IPaCoPA solution ain particular relies on strong partnerships. Developing a partnership mindset based on relationships is far important because even when the funded activities end, the relationship continues and there is an opportunity for sustainable support.
FISHING GEAR

Traditional fishing gear excluded women from fishing because it was expensive, too heavy and neccessitated fishing at night. Strings and baits helped to overcome these challenges. Strings with baits attached are hanged in between mangrove trees close to homes. Women cast them early morning and collect their catch next day early morning.

Mangroves have a high accumulation of micro-organisms, phytoplankton and other life forms that constitute the diet of different species of fish. Mangroves receive high concentration of nutrients from rivers and adjacent riparian ecosystems. Mangroves also provide shelter against predators and allows long-time fishing and safe breeding.  Other enabling factors: provision of security against theft and destruction by livestock, cooperation and commitment from spouses, sound management of toxic waste and market mechanisms.

We have learnt the following lessons: changes in power relations that can be brought about is important, the mangrove forest must be of the size that is adequate for all in order to avoid conflicts over the right of fishing in a particular area, the focus should not be only on fishing but on other social, economic and ecological issues as well e.g. waste management, financial management and marketing, broader protection of the environment, nutrition and health, gender equality, human rights, etc.

Legal contracts between resource owning communities and Carbon Tanzania

REDD projects require long term commitments between the forest-owning communities and the project developer in order to deliver genuine, high integrity carbon credits that avoid emissions through reduce deforestation while improving livelihoods and protecting biodiversity. Contracts guarantee that both parties are aware of this long-term commitment and of each parties’ responsibilities. 

The contract between the forest communities of the Ntakata Mountains and Carbon Tanzania, the project developer is 30 years. This includes the two years it takes to develop and certify the REDD project. Before contracts are signed Carbon Tanzania conduct introductory meetings with community members that focus on free, prior and informed consent (FPIC) to ensure the rights of the communities are upheld during the development of the contract.

Many laws & regulations in Tanzania are designed to allow for localised ownership & management of resources and affairs. This is enshrined in the Village Land Act 1999, the Forest Act 2002 and the Local Government Act 1982 on which the Ntakata Mountains project is founded. These acts form the foundations of the contract that guides project activities and responsibilities, making it clear that the villages and the District have complete agency over their by-law enforcement, forest protection and financial management systems. 

The existence of laws does not always guarantee that they become part of local government or community life and business, so we have learned that the process of implementing project activities with the associated need for all stakeholders to understand their rights and the law is the best way to make legal requirements real. We have worked with all stakeholders through various processes of education, training and facilitation to both understand the legal position, but to also understand the practical actions required to fulfil obligations of the law.

Land Use plans including the delineation of Village Land Forest Reserves & Participatory land use management.

Indigenous people are the most effective stewards of forest ecosystems, and the success of the Ntakata Mountains REDD project can be directly attributed to the involvement of the forest communities who live in and depend on the forests for their livelihoods. By working with indigenous peoples and forest communities who legally own and manage their natural resources we can ensure they directly benefit from both the protection of their natural resources and the carbon finance that is generated through the project’s activities.

Land use plans that are determined and demarcated by community members increases local awareness and reduces conflict.

 

Local resource owners are directly involved in the development of the Ntakata Mountains REDD project from the beginning with introductory meetings with the project villages and communities that focus on free, prior, and informed consent (FPIC). Participatory land use management then begins with the communities determining how their land use plans will be zoned and agreeing on boundaries. Once all community members agree to the established land use plans, the boundaries of the Village Land Forest Reserves are then demarcated to facilitate protection. 

The forest communities at the heart of the project must have legal ownership and management rights over their natural resources with clearly defined boundaries.

One of the most important lessons learnt from the development of the REDD project is that once indigenous and forest peoples have the legal rights and associated land tenure over their natural resources, and once the tools to implement forest protection activities have been collaboratively developed, the forest is effectively protected.

Habitat Adaptive Management

This approach seeks to keep protected natural areas healthy, achieved through biological monitoring activities and implementing surveillance programs, attention to visitors in natural reserves, maintenance of infrastructure, and restoration actions. Adaptive management is built step by step, considering sustainable development and the uses of local communities and scientific knowledge. That is why management actions are closely coordinated with the national and international academic sector, seeking to ensure that the establishment of protected areas responds to global conservation needs. What happens in the protected areas is the basis for long-term conservation actions. 

Since 2018 we have been working on the restoration of the dunes of the Punta Mazo Nature Reserve. The restoration sites have been a success: the vegetation reclaimed its space, and today these trails are almost entirely covered with native vegetation.  In 2017 we created the conservation program, which aims to implement long-term biological monitoring in the rocky intertidal and wetlands of the San Quintín lagoon complex. Both ecosystems are vulnerable to the impacts caused by human activity, so it is essential to generate tools to help conserve them. 

The Public Use Program seeks to identify the opportunities and concerns of each of the stakeholders through participatory workshops with the various actors in the area and a literature search on all scientific work done in the region. This will make it possible to establish a range of opportunities or experiences that will make it possible to regulate the activities carried out in the area. The goal is to find management strategies that maximize the diverse interests of users and the interests of habitat conservation, thus mitigating the human impact, climate change and improving the site's resilience.  

Agroforesty based approach

Through agroforestry farmers will be able to produce crops, animal keeping and tree plantation at the same time. This will help them to have food security, economic stabilization and conservation of the environment.

For the period we practised agroforestry in the community the economic growth of the beneficiaries have grew from 10% to 30%.

The farmers livelihood have improved and by end of 2020, farmers have not reported the lack of food from project area

To Foster that Wildlife Friendly Actions (i.e, guanaco use) could bring solutions on the conflict generated between conservation and livestock production paradigm.

Communication is vital for any company, business, or professional activity. It is useless to have a lot of knowledge and great abilities to generate a good product if we do not manage to make ourselves visible in an effective way, attracting consumers. For large companies (due to having a budget and specifically assigned), it is relatively easy to find the perfect insight and get to shape the campaign. SEO strategies, SEM, usability and UX issues, social media, implementation of channels such as email marketing or SMS, etc. A good campaign knows how to make room in all these areas. However, it is a mistake to think that only companies with large resources can gain a good digital presence or outside it. When we talk about "social communication" we must bear in mind that not everyone has access to each of the available digital platforms, nor are they present in all existing social networks. We consider a "successful" strategy if we manage to gain visibility using the most frequent communication channels available to capture interest and loyalty.

 

“create, measure, and learn” potential communication (comm) strategies on WFA. These workshops will explain basic guidelines on comm styles, impacts of different strategies, and the scale of those. Some campaigns will want to gain visibility, notoriety, generate engagement in social networks or simply cause a considerable impact to make the audience act. Training for comm actions to build and strengthen capacity within national stakeholders and local communities to expand on WFA.

The PayúnMatrú Cooperative members may be able in the future to teach the methods they learn during this project to other groups that wish to manage guanacos in Patagonia. Wildlife Friendly Actions to obtain guanaco fiber become a standard procedure by guanaco-fiber producers all around the Patagonian Steppe.

The communication efforts applied so far, through small notes on science pages, television, and radio channels to disseminate our project paid off. Since one of them reached the managers of Good Growth, the international company that connects science, customers with the world´s most successful Brands. With the help of WCS that is a representative of the  WFEN and as such, acting as a link between both companies to sign a contract, which states two important points: a)the parties understand that the costs of a well-conducted management operation imply that the base price of guanaco raw fiber should be 200$; b)the purchase of 100 kilos from the Payun Matru Cooperative.
