Over the past 10 years, we have focused on assessing the conservation status of endemic species and their rehabilitation in the wild. We have made a great effort to preserve it and plan for its sustainability. The most important thing that my team and I reached is that the surrounding community, users of resources, researchers, and decision-makers, whether in the site or in the government away from the place, the private sector, and students even the public can destroy everything we built during the previous years as a result of their ignorance of what we work and its importance to us and them. Dissemination of information is an external protection shield to ensure the sustainability of activities on the site. Continuous training and awareness activities should be in the target area and throughout the country in order to avoid destruction due to ignorance. Also, not documenting the traditional knowledge inherited by the local community is extremely dangerous and its loss is a waste of wealth that will cost the state and the world huge sums to discover again.

Education, awareness, and documentation, could reduce the current and future pressures and reduce the impact and the cost of recovery.

The most important factor for the success of training and awareness programs is the appropriate choice of the recipient, who preferably has contact, whether from close or from afar, with the natural resource.

 

Involving the community in planning and implementing conservation programs and agreeing on the sustainability and conservation of the natural resource consolidates the principle of partnership and trust and facilitates the process of documenting their knowledge.

Share with the community all your next steps and challenges and hear from them their opinions and suggestions, even if they are simple from your point of view.

Teach children in the region to understand the next generation.

Follow-up and engagement of trainees after training and awareness is very useful and works to establish and implant information within them.

Educate stakeholders about the importance of your role for their future and share the decision with them.

Involvement of Local Community in conservation Planning

The local communities that are located inside Protected Area suffer from some restrictions on the use of natural resources, which they believe are their property and right, and that they are the people of the place before the establishment of the PA. Usually, restrictions on the use of natural resources are for the purpose of protection and reducing pressures, which may affect the livelihood of some members of the local community, which they consider a process of denial of their rights. The local community owns cultural wealth that has been passed down from generation to generation on the optimal use of resources, their protection, and their propagation in simple ways. Involving that community in planning processes to protect natural resources will remove many of the penalties, whether for the management of the PA or for the community itself. Traditional knowledge is a hidden treasure that can be used to improve the state of natural resources and enhance the local community's sense of ownership and importance in protecting its resources, which will support the sustainability process and reduce disturbances

Those in charge of the selection process should map the community’s priorities in this area and points of contention, and identify influential community leaders, heard and loved by their community.

Several initial meetings should be held with community leaders, discussing them and asking for their support to mobilize community participation.

We should go to them in their areas and hold community assembly meetings to elect local representatives to coordinate conservation program activities

We learned that the local community and its traditional knowledge is a scientific wealth that should never be wasted.

The process of selecting representatives of the local community should be considered carefully, taking into account the conflict between tribes and avoiding the involvement of two dissenting parties.

Alternative opportunities must be provided when the community is prevented from some of its activities for the purpose of conservation

They should be made aware that they have the power to decide and allow communities to prioritize and select quick-impact projects to strengthen support and stimulate local participation.

Improve Knowledge about target species

Having valid and up-to-date information on the ecological and conservation status of threatened species is one of the most important elements in the establishment of an effective conservation program. Collecting data about the current geographical range, population characteristics, threats, ecology, and habitat in which species occur will help t determine the suitable habitat for the most effective rehabilitation process. The IUCN Red List is one of the most important tools and indicators for determining the conservation status of biological diversity in the world. As well as Species Distribution Models (SDMs) in determining the potentially suitable habitat for target species.

To achieve the most accurate results from this block, you must conduct a comprehensive survey of all previous studies and identify the gaps and work to fill them in simple and available ways. You must plan how the data will be collected and the scenarios where it will not be able to obtain. Your team must be trained on how to collect data and standardize methods. Pay attention to cleaning the data before using it in the analysis. Careful review by individuals outside the team to ensure its accuracy

Reviewing what was done previously and making a plan and alternatives before going to the field is one of the most important factors to save time and to get the goal

Building a network of partnerships and aligning interests around a common vision - Don’t go it alone.

Adopting a “complex-systems” approach meant mobilising all stakeholders in the elephant range around a common vision – the preservation of the Gourma elephants, a national and international heritage. This meant holding engagement workshops with each (government administration and technical services, tourism industry, schools, projects, programs and NGOs operating in the area) to understand their perspectives, and design impactful outreach materials and activities (including a schools program). It also meant engaging and coordinating the support of other institutions in-country (e.g. foreign embassies, MINUSMA, UNDP) to deliver.

At national level this has included working with government to draft an elephant management plan; create a mixed (forester-military) anti-poaching unit and engage expert anti-poaching trainers from Chengeta W.; and create a new protected area that covers the whole elephant migration route, using a biosphere reserve model. Multi-use zones are governed by local CBNRM conventions with foresters providing supplementary enforcement if required, thereby strengthening the community systems. This aligns government and community interests to mutually reinforce each other and provide a cost-effective approach to reserve management. This top-down approach complements the bottom-up approach of community engagement.

Using the elephants as a unifying factor for all stakeholders

 

Cultivating local partners who were able to gather the required local information and identify the relevant actors.

 

Identifying individuals holding key positions within relevant ministries who support the project; and bringing them together in mutual support.

 

A partner organisation that would pay core salaries enabled the project to raise funds and “take-off”.

Although working with multiple partners takes time and can be challenging, the results are far more sustainable and resilient because every party has a stake in the process, and hopefully derives some benefit.

 

The scope for trade-offs was greater than initially anticipated.

 

Maintaining government stakeholders engaged, in particular when the government is highly dysfunctional, may require continuous effort, but is essential to building national capacity and ownership.

 

Individuals in key positions can greatly hamper or facilitate activities. A complex systems approach can be used to seek to understand the “landscape of power” to find ways to limit their impact, for example by finding indirect ways for obstructive behaviour or malpractice to be made public.

Building block 1: Gender-differentiated vulnerability assessment

This vulnerability assessment methodology allows for the accurate targeting of nature-based solutions to critical areas of need in cities and sectors of the population. It specifically includes a gender focus to ensure that adaptation efforts take into account how climate change affects women differently than men, given their varying roles in society. The vulnerability studies allow identifying the areas of greatest danger from weather-related events (such as landslides, floods, etc.) based on the exposure, sensitivity and adaptive capacity of the analyzed territory. They are carried out through participatory processes with communities and key stakeholders and climatic scenarios that integrate climatic, environmental and socioeconomic variables at the same time. The analysis also allows estimating the risk of loss of ecosystem services and therefore the potential needs for adaptation to climate change. This exercise is the basis for designing and implementing nature-based solutions to strengthen the resilience of communities in urban and peri-urban systems. Finally, this process builds a sense of co-ownership and relationships for partnerships to carry out the project.

One of the main conditions needed for this building block’s success is the inclusion and approval of local communities and key stakeholders within those communities and their respective governments. Additionally, strong sources of climate and hydrological data facilitate this analysis process greatly.

A key aspect of this block is access to data. For example, Mexico has abundant meteorological and hydrological data while El Salvador does not. This allowed for a much more thorough climate change scenario in the former case. In terms of the consultation process, capturing perceived risk, in addition to modeled risks, is key for developing targeted activities where they are most needed. In that process, including women through the gender-differentiated approach also contributes to better targeted adaptation efforts by successfully identifying socially vulnerable populations. During this vulnerability assessment, capacity building is essential to ensure that communities and policy makers can interpret and use the assessments subsequently.

Integrating women into the clam and tripe fishery

Fisheries are complex systems with ecological and social components in which different challenges have been identified. One of these is to visualize the work performed by women in the fishery, which usually goes unnoticed because it is related to post- and pre-capture activities, and the rest of the value chain.

In 2017, COBI identified that, in the clam fishery in a fishing community in Sonora, women's work was not recognized as part of the fishery or given the opportunity to be part of the family fishing business.
COBI developed strategies together with the fisherwomen and fishermen to recognize the work of women and formalize their participation as members of the fishery. To this end, workshops were given to both men and women in the community, focusing on leadership and gender equality, and training was provided to women on database management. This has brought results with economic, social and personal benefits for the fisherwomen and the fishing organizations, since it improved the organization and administration of the cooperatives.

  1. Train and raise awareness among women and men involved in the fishery on the importance of gender equality.
  2. Generate equitable participation opportunities for women involved (although not recognized) in the fishery, and recognize their capabilities.
  3. Train women in biological and fisheries monitoring, as well as in community leadership.
  4. Recognize that although women do not participate in resource extraction, their work is part of the fishery system.
  1. Trained women can collaborate as trainers or quality supervisors.
  2. The management and organization of the bivalve value chain has changed favorably since women joined the management team.
  3. A women-only cooperative has been created to carry out the cultivation, monitoring, and surveillance of the estuarine clam.
  4. Inclusion should not be forced; it should be born out of reflection and commitment. It is necessary that there is a process of sensitization of gender recognition with all the members of the cooperative.
  5. Teams that operate with women, men, young people and older people obtain better results, since they combine a greater diversity of skills that complement each other.
  6. The productive sector should be viewed from an approach based on the fishery as a whole, not just extraction.
  7. Present women with success stories of other fisherwomen so that they can be inspired, recognize that they are not isolated, and continue to disseminate this idea.
Modeling the ecosystem with little data

By their nature, small-scale fisheries tend to have limited, poorly systematized data and short time scales. This scarcity of information represents a challenge for understanding, for example, the interaction of fishing gear with the ecosystem and its impact on the habitat; such information is fundamental in the implementation of a fishery improvement project. Around the world, different methodologies have been developed to generate information on the impacts of the fishery on the ecosystem; one of them is the modeling based on the Ecopath program with Ecosim.
COBI used this tool including information generated by fishermen and fisherwomen through fishing logs, as well as biological and ecological information for the species that inhabit the fishing zones. In addition, to strengthen the model, the traditional ecological knowledge of the fishing communities was integrated through the application of interviews, from which relevant information was obtained on the diet of the species, their geographic distribution, reproductive season, etc.

  1. The process to obtain the results from Ecopath modeling with Ecosim can take about six months, since it is necessary to search for information, interview people in the community, analyze the information and create the models.
  2. It is important to socialize with the fishermen the importance and benefits of knowing the effects of the fishery on the ecosystem, and to let them know how their traditional knowledge is integrated in order to obtain more robust information for ecosystem management.
  3. The interviews conducted with the fishermen to record their traditional knowledge were long (approx. 40 minutes), which sometimes caused the interviewee to lose interest. In addition, given the time needed to conduct each of the interviews, the availability of time to interview more members could be scarce.
Generating fishery monitoring and data analysis for clams and tripe

The collection of fisheries data is one of the commitments acquired when there is a right of access to the resource, as well as when working under a sustainable fisheries scheme. In order to demonstrate that the fishery is developing its activities under this scheme, data and information are obtained by implementing a fishery monitoring system.

The clam and tripe fishery had been characterized by a sustainable fishery, however, there was no data systematically captured to document the activities carried out in the long term. To address this need, COBI and community partners jointly implemented a fishery monitoring program. With the fishermen and fisherwomen, a logbook was designed with data such as date, time, boat, diver, target species, fishing site, number of organisms, size of organisms collected, income and expenditure. All the members of the cooperatives and fishing technicians were trained to fill out the fishing logs and one person per fishing cooperative was responsible for recording the data.

  1. Adapt, with the fishing communities, the design of fishery monitoring based on community and fishery conditions, e.g., agree with fishermen whether it will be conducted on board the vessel or on land.
  2. Train fishermen and fisherwomen in data collection for logbooks, including clam and callus lengths, as well as database management.
  1. Coordination with fishermen and fisherwomen for the design and implementation of fishery monitoring is essential for the information recorded to be effective and for them to be related to the logbook format.
  2. It is recommended to include the authorities in the design of fishery monitoring, since this information is required as part of the duties derived from the permits or concessions; it is also very valuable to know the state of the fisheries.
  3. It is important that fishermen and fisherwomen know the results generated with the analysis of the data recorded in the fishing logs. This reinforces the importance of generating information.
